Howard Rubin, a 70-year-old retired financier who once managed money for billionaire George Soros, has been arrested on charges including sex trafficking, transporting women across state lines for illicit purposes, and bank fraud. Federal prosecutors allege that between 2009 and 2019, Rubin orchestrated a trafficking network that lured at least 10 women to luxury hotels, a Manhattan penthouse outfitted with a soundproofed BDSM “sex dungeon,” and other locations, including Las Vegas.
According to a 10-count indictment unsealed in Brooklyn federal court, Rubin restrained, beat, electrocuted, and sexually assaulted women he paid between $2,000 and $5,000 per session. Some encounters allegedly escalated far beyond agreed limits. Victims reported being tied up, gagged, shocked with cattle prods, and beaten so severely that one suffered a flipped breast implant. Prosecutors say Rubin ignored “safe words” and continued assaults even when women lost consciousness. In one lawsuit, women quoted him making disturbing threats, including comparisons to raping his own daughter.
The “dungeon,” located in Rubin’s West 57th Street penthouse, was painted red, soundproofed, and equipped with BDSM gear, including a cross with restraints and an electrocution device. Authorities say Rubin referenced Disney films during some assaults to rationalize his actions, telling one victim that rape was “natural,” citing Beauty and the Beast.
Jennifer Powers, Rubin’s longtime personal assistant, was also charged. Prosecutors allege Powers played a critical role from 2011 to 2019 by recruiting women (sometimes Playboy models or women from prostitution networks), arranging their travel, handling payments, and covering up injuries with advice such as using ice or bruise cream. She also secured NDAs that threatened women with financial penalties if they spoke out.
Messages cited in the indictment show Powers encouraging Rubin’s abuse, including texts in which Rubin described electrocuting a woman while tied to a cross. In exchange, Rubin allegedly supported Powers financially with over $8 million in payments, including rent, tuition, legal fees, and a Texas home mortgage that he co-signed.
Beyond sex trafficking, Rubin faces bank fraud charges. Prosecutors say he misrepresented his financial status on mortgage documents in 2020 and 2022 to secure financing for Powers’s Texas property, falsely claiming he was not involved in litigation despite ongoing civil lawsuits from victims.
Authorities emphasized the seriousness of the crimes. U.S. Attorney Joseph Nocella condemned Rubin’s use of wealth to exploit women, declaring that “human beings are not chattel to be exploited for sex and sadistically abused.” FBI Assistant Director Christopher Raia said Rubin and Powers spent over $1 million financing the trafficking operation, while IRS officials noted that Powers managed its logistics like a business enterprise.
Both Rubin and Powers were arrested on September 27, 2025. Rubin was taken into custody in Fairfield, Connecticut, while Powers was arrested in Texas. Each faces a mandatory minimum of 15 years and up to life imprisonment for sex trafficking charges. Rubin also faces up to 30 years for bank fraud. Prosecutors stress that the defendants remain innocent until proven guilty, but the allegations outline a decade-long pattern of sadistic exploitation shielded by wealth, secrecy, and intimidation.
